Book excerpt: Excerpt from Essays on Constitutional Law and Equity, and Other Subjects, Vol. 2 Enacting Clause of the Virginia Statute of 1785: Be it enacted by the General Assembly, that no man shall be compelled to frequent or support any religious worship, place, or ministry whatsoever; nor shall be enforced, restrained, molested, or burthened, in his body or goods, nor shall otherwise sah'er on account of his religious Opinions or belief; but that all men shall be free to profess, and by argu ment to maintain, their Opinions in matters of religion, and that the same shall in no wise diminish, enlarge, or affect their civil capacity. Illinois Bill of Rights of 1818 and 1848, Secs. 3 and 4: That all men have a natural and indefeasible right to worship Almighty God according to the dictates of their own consciences; that no man can of right be compelled to attend, erect, or support any place of worship, or maintain any ministry against his consent; that no human authority can, in any case whatever, control or interfere with the rights of conscience; and that no preference shall ever be given by law to any religious establishments or modes of worship.
