Book excerpt: OBJECTIVE: A fully registered, self-financing and self-supporting organisation with capital managed and run by trained nationals and refugees, providing small loans at concessional terms to refugees and Sudanese without collateral to initiate small-scale agricultural and non- agricultural activities. FINDINGS: The Revolving Fund Scheme (RFS) set up by the project has been highly successful, with a dramatic increase in the volume of lending during the second phase. It has enabled small businesses to expand, improve product quality and elevate their level of operations. The repayment rate is steady at nearly 95 per cent. However, long repayment periods have meant that 90 per cent of the loans have yet to be repaid. Overhead costs for lending operations are high owing to its geographical scale, and the salaries of the project staff. The project's success is attributed to the ILO project staff's diligence and high level of expertise, continuity in the project management team, and the support of the government. The timeframe was unrealistic for capacity building, and the objective to transform the RFS into a wholly Sudanese, non-profit organisation is not achievable within the three year period of the project. RECOMMENDS: Lending operations continue based on the model developed.
