Theorists of regulation not only have been overly skeptical of the ability of government agencies to change, but also have incorrectly identified resistance to it. Current theory ignores the influence of changing long-term trends on the perceptions and behavior of participants in the policy process, and therefore overestimates the tendency toward inertia. At the same time, the cases suggest that the solution to the adaptation problem does not lie in developing more and better information. The challenge instead lies in interpreting the policy relevance of changing conditions and transforming laws and regulations to face new challenges. The final chapter recommends policy changes suggested by analysis of the case studies that have the potential to improve the use of evaluation and adaptation. Recommendations target both Congress and regulatory agencies, and focus upon structural changes that could improve information assessment and evaluation in both branches of government.
