Book excerpt: Excerpt from First Biennial Report of the Board of Library Commissioners of Vermont, 1895-96 Section I. The Governor shall appoint five persons, resi dents of the State, who shall constitute a board of library com missioners. The Governor shall designate the chairman thereof. One member of said board shall be appointed for the term of five years, one for four years, one for three years, one for two years and one for one year and thereafter the term of office of the commissioners Shall be five years. All vacancies on said board, whether occurring by expiration of term or otherwise, shall be filled by the Governor. Sec. 2. The librarian or trustees of any free public library may ask said board for advice in regard to the selection of books, the cataloguing of books and any other matters pertain ing to the maintenance or administration of the library; and the board Shall give such advice in regard to said matters as it shall find practicable.
