Book excerpt: This report, issued by the Office of the Commissioner for Refugees (COR) in Khartoum, focuses on income-generating projects in refugee settlements in Eastern Sudan and on the programmes implemented in the Deims around Port Sudan. The author, the Director of the Sudanaid Sub-Office in Gedaref from October 1981 until February 1984, begins with a description of refugees and development in Eastern Sudan from the perspective of who has been responsible for what. Income-generating projects are viewed as an integral part of community development in both their rural and urban contexts. In order to show the bases of his community development model, the author gives an overview of income-generating activities in refugee settlements in terms of various community indicators with relevant tables for different types of activities in the area concerned. He then turns to three case studies: the Sudan Council of Churches Weaving Programme in Eastern Sudan; the Euro-Action Accord Agricultural Programme; and the Sudanaid Production Workshops in Tawawa. The extensive appendices at the end of the study include a list of agencies involved in income generation in the region and their approaches to project design as well as guidelines for the evaluation of these activities. Special attention is given to the vulnerable group approach in refugee settlements and a review of individual self-help projects under Sudanaid.
