"The Book of Parliament," however, does not aspire to be classed with grave and profound treatises on Parliamentary government, or ponderous repositories of the technicalities of Parliamentary law and procedure. But there has hitherto been no complete picture of the two Houses of the Legislature engaged in the work of law-making, and my aim in writing this book has been to provide such a view of what I may call the human side of Parliament. I trace the progress of a Parliament from the General Election, when it is constituted by the votes of the people, until the day the Sovereign, on the advice of the Cabinet, pronounces the sentence of its dissolution.
