Compulsory military service was not a new thing in Europe, but it took on a new dimension in the Napoleonic period. The institution known as conscription placed in the hands of the state a power of immediate concern to the lives of ordinary citizens. The great development in state power which marked the period of the French Revolution can perhaps find no better illustration than the appearance of this institution ... It is, then, the purpose of this study to examine the extension by Napoleon and his agents of military conscription to areas which came under their control ... the emphasis is on the introduction and the development of the institution in each area studied. This is, therefore, a region by region study of that introduction and development ... There is no intention here of studying in detail the impact of conscription on and the resentments aroused in the area in question ... Nor is this the much-needed grand synthesis on conscription in France proper. Rather, this work will look at the policy of the Napoleonic regime concerning conscription in the areas under its domination. The decisions to introduce conscription in particular areas, the execution of those decisions, and their implications for the institution of conscription are to be considered"--Introduction.
