The work presented is an expansion of technical papers developed for the Portland City Planning Bureau in connection with a study of Downtown parking and circulation problems, and a review of the Guidelines Plan performance, conducted during 1979 and 1980 for the City of Portland. This report provides, in Section I, a useful update of experience in the Downtown since 1974, and projections to 1990 given prevailing conditions in the area.
