The work presented is an expansion of technical papers developed for the Portland City Planning Bureau in connection with a study of Downtown parking and circulation problems, and a review of the Guidelines Plan performance, conducted during 1979 and 1980 for the City of Portland. This report provides, in Section I, a useful update of experience in the Downtown since 1974, and projections to 1990 given prevailing conditions in the area. Section II discusses employment changes in the Downtown and what those employment changes imply in terms of future commuting potentials and modes. Section III discusses the probably geographic distribution of future investment in the Downtown, given the conditions that influence the direction of central area growth."--Preface.
