Four Of these States were admitted in the year 1889 and the remaining Six from'1890 to 1912. The rapid development of these new States, their growth in population, and particularly the fact that they came into the Union possessed with marked zeal for public education and vast Federal endowments stimulated them to establish and maintain high standards as to the accessibility and quality of the educational facilities they provided.
