Book excerpt: This BRAC Cleanup Plan (BCP) contains the status, management, response strategy, and action items related to Sacramento Army Depot Activity's (SADA) past and ongoing environmental restoration and associated compliance programs at the former Sacramento Army Depot site. These programs support full restoration of the Depot, which was and is necessary to meet the requirements for property disposal and reuse activities associated with closure of the entire installation. The scope of the BCP considers the following regulatory mechanisms: the Base Closure and Realignment Act; National Environmental Policy Act (NEPA); Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) as amended by the Community Environmental Response Facilitation Act (CERFA); Resources Conservation and Recovery Act (RCRA); and other applicable laws and regulations. Furthermore, this BRAC Cleanup Plan presents, in summary fashion, the status of SADA's restoration and compliance programs and comprehensive strategy for environmental restoration and restoration-related compliance activities. It describes the BRAC closure process and relates the Depot's success story of being the first BRAC installation to achieve closure and substantial reuse by the private sector. It also lays out the response action approach at SADA in support of closure, and defines the status of efforts to resolve technical issues so that continued progress and implementation of scheduled activities can occur. The BCP strategy is designed to streamline and expedite the necessary response actions associated with SADA to facilitate the earliest possible reuse activities. The Depot's disposal and reuse was expedited since all remediation areas have been, or will be, cleaned up to meet residential standards.
