Book excerpt: Excerpt from Changes in Licensing for Certain Dairy Imports Import quotas were first imposed on dairy products (butter, butter oil, casein, cheese, and dried skimmed milk) in August 1951 under authority of section 104 of the Defense Production Act of 1950 (pl. 81 as a part of Defense Food Order No. 3. At that time economic pressures related to the Korean conflict were causing virtually all farm prices to increase sharply. Increasing prices stimulated imports, particularly from Europe where the dairy industries were beginning to make a good recovery from the effects of World War II. Section 104 gave the Secretary of Agriculture authority to impose import controls on commodities or products which if allowed to enter freely could have had adverse effects on (1) domestic production, (2) marketings and stocks, or (3) price support programs. When first implemented in 1951 the quotas covered all cheeses. Controls were administered through a licensing procedure which in effect allowed each importer to import in the coming year an amount not to exceed the amount imported in the previous year.
