A thorough examination has satisfied our minds that the honor of the State and the interests of the pupils absolutely require that some steps should be taken towards the erection of a new building, adequate not only to the suitable and comfortable accommodation of its present occu pants, but of all those unfortunate children in our State who are entitled to the benefits of instruction in it. As will be seen, from the report of the Superintendent, the present buildings are so crowded as to compel him to discourage applications for admission, and in some instances to refuse admission to persons who are entitled to the benefits of this great charity.
