The intent was to provide state agencies, asphalt mixture designers, and contractors the necessary tools and guidance to produce an asphalt mixture in which the expected performance can be evaluated before it was placed in the roadway. The overall benefit for such a system would lead to the design and construction of asphalt pavement that would last longer.
