With a greater need to raise money and the increasing complexities of their organizations, development officers are required to not only raise gifts, but also to assist in organizational functions and to assume administrative responsibilities. Practitioners have indicated that as a result, role ambiguity and role conflict may exist among development officers. For example, some senior development officers are torn between raising money and carrying out management duties. The current study begins with research into development officers' organizational roles, as well as their perceptions of role ambiguity and role conflict. The study indicates that in a decentralized but centrally coordinated public university foundation, development officers, regardless of their salary source, share a similar pattern in carrying out their organizational roles (i.e., they predominantly enact the expert prescriber role). Besides, they all have low levels of both role ambiguity and role conflict. To further explore the issue, this study also examines the relationship of internal communication with development officers' role ambiguity and role conflict. It is found that all development officers have positive evaluations towards internal communication of the university foundation studied. Results also reveal that internal communication content and communication flow are negatively and significantly related to role ambiguity and role conflict.
