Book excerpt: Because of its small size and a lack of uniform policy in its use and status across time and in the individual services the Warrant Officer Corps has developed serious career structure and identity problems. With forces reduction, higher technological dependence and the increased cost of manpower it is no longer possible to neglect a unique personnel component of the Armed Forces, especially when it possesses such a significant potential to alleviate serious personnel problems in the other components. As the Army turns to volunteers and reduces the officer ratio a redesigned warrant officer corps can help ease the transition and improve the quality of the Army. Our sister services are on different courses with their warrant officer programs. All programs are improvisations and Congress is insisting on uniform policies and equity across the services.
